Pembroke Meadows Elementary School opened in September 1969 as part of Virginia Beach City Public Schools. The 14.6-acre site was purchased from the Terry Corporation by the Virginia Beach City School Board in 1967. The school serves grades PK through 5 and its mascot is the Panther.

The school is located at 820 Cathedral Drive in the Pembroke area of Virginia Beach, a large-city locale in the central part of the city. It is one of the elementary schools operated by Virginia Beach City Public Schools, the division led by Superintendent Dr. Donald E. Robertson Jr.
