Hampton Roads is mostly suburban, but a handful of older urban neighborhoods stand out as genuinely walkable: groceries, restaurants, parks, and transit within a 10–15 minute stroll. If a car-light lifestyle is what you're after, these are the pockets to focus your home search on.

Historic riverfront district on the Elizabeth River. Cobblestone streets, 18th-century homes, ferry to downtown Norfolk. Restaurants, breweries, and the Portsmouth Naval Shipyard within a short walk.
Compact historic downtown with the American Theater anchor, brewpubs, and craft cafes. Walking distance to Buckroe Beach. Homes are typically pre-1940 single-family at attainable prices.
Adjacent to Ghent, slightly less expensive. Highest concentration of historic Victorians and Foursquares in Hampton Roads. Walkable to ODU, EVMS, and the light rail extension.
Walkability in Hampton Roads is local, not regional. You'll find walkable pockets inside otherwise car-dependent cities — Ghent inside Norfolk, ViBe inside Virginia Beach, Phoebus inside Hampton. Outside those pockets, expect 2-mile drives to grocery stores, especially in Suffolk, southern Chesapeake, and the Outer Banks-adjacent York County edges.
Light rail (the Tide) currently connects downtown Norfolk to EVMS / Sentara — making Ghent and Park Place commutable to medical/university campuses without a car. No other Hampton Roads city has fixed-rail transit yet.
