FAQ
As of October 24, 2026, REIN MLS shows 687 homes for sale in Norfolk — houses, condos, townhomes and lots — not counting 315 homes under contract. Of the 687 for sale, 70 have been listed since October 18 and 253 have had a price cut. Lots and land make up 28 of them; the tables on this page count those separately.
The median list price of the 687 homes for sale in Norfolk is $345,900 as of October 24, 2026. The typical listing is 1,700 square feet, or about $219 per square foot. The $300K–$400K range has more homes for sale (216) than any other price range; lots are not counted. The median active listing has been on the market 18 days (REIN, active listings).
ZIP code 23503 (Ocean View / Willoughby Spit) has the most, with 112 homes for sale at a median list price of $375,000, followed by 23518 (East Ocean View / Little Creek) with 103 at $399,000. Among the 12 Norfolk ZIP codes with at least 3 homes for sale, 23508 (Larchmont / ODU) has the highest median list price, $419,900, across 57 homes. These counts leave out lots and land.
Norfolk Public Schools (NPS) serves homes in the city and assigns schools by address. Zones can change, so check the address with NPS first. Among high school zones, Maury has the most homes for sale (178), followed by Granby (155) and Lake Taylor (132).
The city's general real estate tax rate for FY 2026-27 is $1.23 per $100 of assessed value. The Norfolk City Treasurer bills real estate taxes in four quarterly installments, due September 30, December 5, March 31 and June 5. Parcels in the Downtown Improvement District pay an additional levy on top of the citywide rate. Look up a specific home's assessment with the City of Norfolk Office of the Real Estate Assessor before you make an offer.
Parts of it are. Downtown, Ghent, Colonial Place, Larchmont and the Freemason District were laid out before the car, with sidewalks, corner shops and short blocks, and the Tide light rail links the medical complex, downtown, Harbor Park and Newtown Road with Hampton Roads Transit bus routes. The Elizabeth River Trail adds a car-free route along the harbor. Neighborhoods farther out, from Wards Corner through Norview to the airport, are mid-century and more car-oriented, and Ocean View and East Beach are built around the bay shore. Each neighborhood page on this site describes its street pattern.
City guide
Norfolk is the urban center of Hampton Roads, an independent city wrapped by the Elizabeth River, the Lafayette River and the Chesapeake Bay. Downtown rises on the Elizabeth River across from Portsmouth, with Granby Street, the Waterside District and the cobblestone streets of the Freemason District at its core. Ghent, just north, is the city's best-known historic neighborhood. Beyond it, Colonial Place, Larchmont and Lochhaven line the Lafayette River near Old Dominion University, and Naval Station Norfolk fills the northwest corner along Hampton Boulevard. The Chesapeake Bay shoreline runs from Willoughby Spit through Ocean View to East Beach, with public beaches along the way. The middle of the city, from Wards Corner through Norview to the airport, holds mid-century neighborhoods on quieter streets. Norfolk grew up around its harbor and its naval base rather than the highway. Its neighborhoods are older, denser and more walkable than almost anywhere else in the region.
Norfolk sits where the region's roads meet. I-64 loops through the north and east of the city on its way to the Hampton Roads Bridge-Tunnel, the harbor crossing to Hampton and the Peninsula. I-264 runs east-west across the southern half of the city, from the Downtown Tunnel to Portsmouth out toward Virginia Beach. I-564 links I-64 to the gates of Naval Station Norfolk, and I-464 crosses the Berkley Bridge toward Chesapeake. The Midtown Tunnel is the second Elizabeth River crossing to Portsmouth. Both tunnels carry heavy commuter traffic, so the crossing you would use daily is worth weighing before you choose a neighborhood. On the surface, Hampton Boulevard is the spine from downtown past Old Dominion University to the naval station. Granby Street runs north through Ghent toward Wards Corner and Ocean View, and Military Highway and Tidewater Drive carry cross-town traffic. Norfolk is the one Hampton Roads city with light rail. The Tide runs from the medical complex on the west side of downtown through Harbor Park to Newtown Road at the Virginia Beach line. It connects with Hampton Roads Transit bus routes for car-light commutes. Amtrak trains leave from the station beside Harbor Park, and a passenger ferry links the Waterside District with Portsmouth. Norfolk International Airport sits in the northeast corner of the city off I-64. The Elizabeth River Trail gives walkers and cyclists a car-free route along the harbor from downtown past the university.
Norfolk Public Schools is the city's single division, with elementary, middle and high schools plus specialty and magnet programs. Zoning follows the home's street address, not the neighborhood name, so two houses a few blocks apart can feed different schools. The division's Find My School tool on npsk12.com shows the assigned schools for any address. The school-zone section above lets you browse homes by the high school they feed. The comprehensive high schools are Maury High School, Granby High School, Norview High School, Lake Taylor High School and Booker T. Washington High School. The Governor's School for the Arts, a regional program based in Norfolk, draws students from across Hampton Roads for visual arts, theater, music and dance. Higher education is a defining feature of the city. Old Dominion University anchors the west side along Hampton Boulevard, and Norfolk State University sits on the east side. The medical school, now Macon & Joan Brock Virginia Health Sciences at ODU, trains physicians beside the hospital complex between Ghent and downtown. Confirm the exact zone for any address you are serious about before you write an offer.
Norfolk's waterfront doubles as its park system. The Elizabeth River Trail follows the harbor from downtown past Old Dominion University, linking small parks and neighborhood streets for walkers, runners and cyclists. Town Point Park on the downtown waterfront hosts the city's festival calendar, including Harborfest, and the Waterside District next door adds dining and live music. Nauticus and the Battleship Wisconsin sit on the same stretch of waterfront, and Harbor Park is home to the Norfolk Tides. Scope Arena and Chrysler Hall, a few blocks inland, host hockey, concerts and touring theater. The Chrysler Museum of Art offers free admission and a large collection, with a glass studio next door. On the Chesapeake Bay side, Ocean View Beach Park and the public beaches from Willoughby Spit to East Beach give the north end its own shoreline. Away from the water, Norfolk Botanical Garden spreads across hundreds of acres beside the airport. The Virginia Zoo sits next to Lafayette Park off Granby Street. The Hermitage Museum & Gardens on North Shore Road pairs an art collection with wooded grounds.
Norfolk's shopping and dining are organized around districts rather than a single mall. Downtown, Granby Street carries restaurants, bars and theaters, and the Waterside District puts dining on the river. Ghent is the city's most walkable shopping and dining neighborhood. Colley Avenue, 21st Street and the Palace Shops mix independent restaurants, coffee shops and boutiques into a stroll-and-browse routine. West of Ghent, the Chelsea district adds its own cluster of restaurants near the Elizabeth River Trail. Wards Corner has long served as the practical retail hub for the north-central city, and the Military Highway corridor around JANAF handles big-box shopping. For daily needs, most Norfolk neighborhoods keep a grocery store within a short drive. The city's density means many residents can walk to a coffee shop or corner restaurant. Buyers who want a walkable routine tend to look at Ghent, downtown and the Park Place and Colonial Place grids first. Buyers who would rather drive to regional shopping have the interstates and the Virginia Beach line close at hand.
Norfolk's economy rests on the Navy, the port, healthcare and higher education. The city's own budget lists the U.S. Department of Defense as its largest employer. Naval Station Norfolk, the largest naval base in the world, fills the northwest waterfront, with Naval Support Activity Hampton Roads and Marine Forces Command beside it. Joint Expeditionary Base Little Creek sits on the Virginia Beach line, and Norfolk Naval Shipyard, despite its name, is across the river in Portsmouth. The Port of Virginia's Norfolk International Terminals and the Lamberts Point coal piers line the harbor. Shipping lines including Maersk Line Limited and CMA CGM America keep offices in the city, along with Colonna's Shipyard. Sentara Norfolk General Hospital and Children's Hospital of the King's Daughters share a medical campus between Ghent and downtown and rank among the city's largest employers. Old Dominion University and Norfolk State University keep large payrolls inside the city, as do the City of Norfolk and Norfolk Public Schools. ADP runs a large office downtown, and defense contractors such as Booz Allen Hamilton and CACI have Norfolk offices. For buyers, that mix means demand for housing does not ride on a single industry.
Norfolk is a city of named neighborhoods, most of them platted before the automobile, which is why so much of it feels walkable. Historic and central: Ghent is the signature district, with Craftsman bungalows, brick townhomes and the Colley Avenue shops. Colonial Place, on a quiet grid beside the Lafayette River, and Park Place and Riverview nearby continue the early-twentieth-century pattern of porches and sidewalks. The Lakewood Area keeps that older, tree-lined feel a little farther out. River and bay: Larchmont, on the Lafayette River near Old Dominion University, is the established riverfront neighborhood, with Edgewater and Lochhaven beside it. Lamberts Point and the Norfolk Waterfront sit closer to downtown and the university along the Elizabeth River. Ocean View runs along the Chesapeake Bay from Willoughby Spit to East Beach, with cottages, condos and newer townhomes near the public beaches. Chesapeake Shores and Bayview share the same shoreline. Mid-city: Wards Corner and Norview and Town Point hold mid-century brick homes with quick access to I-64, Granby Street and the airport. Titustown, Suburban Acres and Lafayette-Winona fill in around them. Downtown and south: the Freemason District and downtown offer condos and townhomes on cobblestone streets. Berkley and Campostella sit across the Elizabeth River from downtown, minutes from the Berkley Bridge. Each neighborhood named above that has its own page links to the homes for sale there right now.
Buying in Norfolk follows the same milestones as anywhere in Virginia, with a few local wrinkles. Start with a pre-approval so you know your budget and can move quickly when the right home appears. Tour with an agent who knows the city's neighborhoods street by street. Then write an offer built on REIN MLS data for comparable homes, with the contingencies that protect you. Inspection matters more than usual here because so much of the housing stock is pre-war or mid-century. Pay close attention to the roof, HVAC, electrical, plumbing and any signs of moisture, and budget for the upgrades older homes tend to need. Some of the older districts have local historic-district rules for exterior changes, so check what needs review before you plan a renovation. Condos and townhomes downtown, in Ghent and along the bay often come with an association. Virginia law requires the seller to deliver the association's resale package, and you have a short window after receiving it to cancel. Read the budget, reserves and rules closely. Flood insurance is a standard step in any coastal purchase: ask your lender early whether the property requires it and get a quote before you remove contingencies. Your attorney or title company handles closing, you do a final walkthrough, and once the deed records, the keys are yours.
