Military Relocation Benefits for Hampton Roads Home Buyers
When buying a home in Hampton Roads, the military relocation benefits that matter most are the Basic Allowance for Housing (BAH), the VA home loan guarantee, the Servicemembers Civil Relief Act (SCRA), and the PCS allowances that pay for the move. BAH is a tax-free monthly allowance; in 2026 an E-5 with dependents stationed in the Norfolk/Portsmouth housing area receives $2,430 a month (DoD BAH rates, effective January 1, 2026). The VA loan requires no down payment when the price does not exceed the appraised value, and the SCRA lets you end a lease early on PCS orders. Here is how each works and what is pending for 2027.
Key figures (as of October 29, 2026)
- 2026 BAH, E-5 with dependents: $2,430/month in VA298 (Norfolk/Portsmouth) and $2,274/month in VA297 (Hampton/Newport News). 2027 rates are expected in mid-December 2026.
- VA funding fee, first-use purchase with under 5% down: 2.15% (effective April 7, 2023).
- 2026 conforming loan limit: $832,750 in every Hampton Roads locality. The 2027 limit is expected in late November 2026.
- Hampton Roads median sold price: $370,000, September 2026 (VaHome analysis of REIN MLS data, September 2026).
Understanding BAH and Housing Costs
BAH depends on your pay grade, whether you have dependents, and the military housing area (MHA) of your duty station, not the city you live in. Hampton Roads has two. VA298 (Norfolk/Portsmouth) covers Southside stations such as Naval Station Norfolk, NAS Oceana, Joint Expeditionary Base Little Creek-Fort Story and Norfolk Naval Shipyard. VA297 (Hampton/Newport News) covers the Peninsula, including Joint Base Langley-Eustis and Naval Weapons Station Yorktown. An E-5 with dependents receives $2,274 a month in VA297 in 2026, versus $2,430 in VA298.
BAH is not taxable. DoD sets it each year from local rent and utility costs; 2026 rates rose 4.2% on average nationwide. If your area's rate later drops, rate protection keeps your current amount while you stay at that station. 2027 rates are not yet published; DoD usually announces them in mid-December, effective January 1. Our 2026 Hampton Roads BAH calculator shows your rate. Compare it with the full payment, including taxes, insurance and HOA dues; our guide to how much house you can afford on BAH walks through the math.

VA Home Loans in Virginia: Zero Down and Other Advantages
The VA home loan is a private mortgage partly guaranteed by the Department of Veterans Affairs. Active-duty service members qualify after 90 continuous days of service. The main terms:
- No down payment, as long as the sales price is not higher than the appraised value, and no private mortgage insurance.
- No loan limit with full entitlement. If entitlement is still tied up in an earlier VA loan, the no-down-payment ceiling uses the county conforming limit: $832,750 across Hampton Roads in 2026.
- Seller concessions are capped at 4% of the home's reasonable value; seller payment of normal closing costs does not count toward the cap.
- Only the funding fee can be financed on a purchase; other closing costs are paid at closing.
The VA funding fee on a purchase is 2.15% for first use with under 5% down, 3.3% for later use with under 5% down, 1.5% with 5% down and 1.25% with 10% down. You are exempt if you receive VA disability compensation, have a proposed or memorandum rating before closing, receive Dependency and Indemnity Compensation as a surviving spouse, or show evidence of a Purple Heart on active duty. The home must be one you will live in; if active duty keeps you away, a spouse's occupancy certification can satisfy that. Request your Certificate of Eligibility (COE) on VA.gov or through your lender. See the VA home loan program and our guide on how to buy a house in Hampton Roads with a VA loan.
SCRA Protections for Renters and Homeowners
The Servicemembers Civil Relief Act (SCRA) is a federal law protecting active-duty service members. The part most PCS buyers use: you can end a residential lease without penalty when you receive PCS orders, or deployment orders for 90 days or more. Give the landlord written notice with a copy of your orders; on a monthly lease, termination takes effect 30 days after the next rent due date.
The SCRA's 6% interest rate cap and its foreclosure protection (a lender needs a court order during service and for one year after) apply only to mortgages taken out before active duty. A VA loan you take out while already serving is not covered by them. Your installation's legal assistance office can review your case. PCS Timeline, Moving Allowances and Logistics
Your window runs from when orders arrive to your report date, and it has to cover finding a home, closing and shipping your household goods. Allowances that help:
- Personally procured move (PPM, formerly DITY): the government pays 100% of its constructed "best value" cost for the weight you move yourself, up to your allowance, and you keep any difference. Most branches allow an advance of up to 60%. Schedule it in the Defense Personal Property System (DPS).
- Temporary lodging expense (TLE): partial reimbursement for lodging and meals near the old or new station, up to 21 days on a move within the continental U.S. (raised from 14 on November 27, 2024).
- Dislocation allowance (DLA): partial reimbursement of household moving expenses, set by pay grade and dependency status.
- House-hunting permissive TDY: not charged as leave, but unfunded. The Navy allows up to five workdays (ten calendar days with weekends); other services set their own rules.
Request your COE and get preapproved when orders arrive, ask your lender for its current contract-to-close time, and leave margin around your report date; TLE can bridge a short gap. Virginia Property Tax Exemption for Disabled Veterans
Virginia exempts from real estate tax the principal residence of a veteran rated by the VA with a 100% service-connected, permanent and total disability (Va. Code § 58.1-3219.5). It covers the home and up to one acre, starts on the date you acquire the property, and can continue for a surviving spouse who does not remarry. Apply with the commissioner of the revenue or assessor in your city or county after closing.

Frequently Asked Questions
What is the difference between BAH and VA loan benefits?
BAH is a monthly allowance that helps with housing costs. The VA loan is a financing program that reduces upfront costs: no down payment and no mortgage insurance.
Can I use my VA loan benefit more than once?
Yes, as long as you have entitlement available, either restored after selling and paying off an earlier VA loan or remaining alongside it. After first use, the funding fee is 3.3% with under 5% down unless you are exempt.
How does SCRA protect me if I need to leave a lease early?
You can end a residential lease without penalty on PCS orders, or deployment orders for 90 days or more. Give written notice with a copy of your orders; on a monthly lease, termination takes effect 30 days after the next rent due date.
What will 2027 BAH rates be for Hampton Roads?
They have not been announced. DoD usually publishes them in mid-December, effective January 1. Until then, plan with 2026 rates.
How can I find a home that fits my BAH in Hampton Roads?
Check your rate in the 2026 Hampton Roads BAH calculator, then set a price range whose full monthly payment fits within it. A VA-approved lender can confirm the payment at current rates, and Tom & Dariya Milan, Realtors, can help you search homes in that range.
Which Hampton Roads cities are closest to the major bases?
Norfolk, Virginia Beach and Chesapeake are within reach of Naval Station Norfolk, NAS Oceana and Joint Expeditionary Base Little Creek-Fort Story; Portsmouth hosts Norfolk Naval Shipyard. About the Hampton Roads Real Estate Market
Hampton Roads is one of the most dynamic real estate markets on the East Coast, anchored by the largest naval complex in the world at Naval Station Norfolk and home to roughly 120,000 active-duty, reserve, and civilian Department of Defense personnel. The region spans seven cities — Virginia Beach, Norfolk, Chesapeake, Suffolk, Portsmouth, Hampton, and Newport News — plus the Peninsula communities of Williamsburg, Yorktown, and Poquoson, with each market carrying its own personality, school district, and price profile.
Buying or selling here means thinking about more than just a house. Tidewater geography means flood zones, hurricane preparation, and waterfront premiums matter. Military presence means BAH affordability, PCS season inventory crunches (May through August), and VA loan eligibility are top of mind for a meaningful share of every neighborhood. School quality varies block by block, especially across the seven independent city school divisions, and is often the deciding factor for relocating families.
Why Buyers and Sellers Choose VaHome
